Along with the global pandemic, dread has been spreading throughout your community. Neighbors who used to sit out on the stoop together and gossip about local news now look at each other with uncertainty and even suspicion. Your mom won't talk to Maya's mom - and forbids you to see Maya (not that that works) - because she heard from someone else that the family doesn't wear masks. Somehow rumors seem to spread faster than the virus itself. Not to mention that the COVID-19 transmission rate in the city has climbed to over 10%.
Plus, looking to the future, you have no idea what next year will hold. Will you go to college? Not with your current economic reality, which is that your mom, who worked as a provider at a childcare agency, was furloughed, and no one knows when things will open up enough for her to start working again. Will you start working? Where? You definitely need to get out of the house, because with your mom on the phone looking for your work and you and your 12-year-old brother in virtual school in a small apartment, everyone is driving each other a little crazy.
Speaking of your brother, whose pent up frustration about not being able to record new videos for his "very popular" (his words) YouTube channel with his friends has reached new heights, crashes into your bedroom...
[[Deal with whatever madness he's bringing with him]]

Well, yeah, who wouldn't be terrified? All it takes is looking out the window to see the world falling apart: your mother, who worked as an educator at a nearby childcare agency, was recently furloughed, so things have been tight around the house. Not to mention that the COVID-19 transmission rate in the city has climbed to over 10%.
Your 12 old brother, Jay, zooming around the house, surprise surprise, has not really helped with the air of claustrophobia and chaos. He's been in virtual learning mode for the last three months, and he seems to be finding it particularly difficult without his friends, who are all very active on YouTube and social media to try to make up for the lost connections. But he's not the only one! You also miss your friends, especially Maya. And it's been so hard to get anything done in a small apartment with your mom trying to apply for work, and you and your brother trying to get schoolwork done. It's been tough for you to have a lot of empathy, but you don't have a lot of options here.

Is it bad to say that you are looking forward to this year? So many issues need to be addressed, but you think that you can be an advocate for change.
Yeah, things are tough - your mom, who worked as a provider in a childcare agency, has been furloughed, and your 12-year-old brother crashes around the house with all the subtelty of a hurricane. Not to mention that the COVID-19 transmission rate in the city has climbed to over 10%. But things could be worse. Your friend Maya's mom lost her entire tea shop. It's tough and things aren't looking up, but...

"Jay, go away!" you groan, but he's nothing if not persistent.
"You have to see this," he insists, and puts a video in front of you that he says has been trending on Twitter. Apparently, the Mayor introduced a "call to apply" for the city's COVID-19 response taskforce, which he announced at city hall surrounded by journalists.
In the beginning of the video, Mayor Moon spoke of the severity of the pandemic, warning that, "We know we need to take this seriously, from folks in senior homes to essential workers, students, and critical service providers."
Suddenly, the video cuts to a well known, famously inflammatory talk show host (who doesn’t even live in the city). He’s arguing that a taskforce won’t address the root of the problem: who is responsible for the transmission of the virus. "The Mayor is overlooking what needs to be repeated far and wide: young people -- who aren't even getting affected by COVID-19 -- are the ones spreading this pandemic and they must be stopped."

You hop on Zoom and wait for others to arrive. Maya and Anna, another member, are the first to join.
"I know people will want to protest again," you say. "But they announced this taskforce that's going to inform whatever the pandemic response is. I think we need a seat at that table."
Others start to file in, and the commotion of an early meeting kicks off. Luckily, Maya's prepared. "Everyone, listen up," Maya declares. You flinch: you have to pitch this thing now? Apparently so. You start by explaining everything you've heard about the taskforce and the power it would give YouthLead to. People seem pretty fired up and on board. You feel powerful, and hear your own voice in a way for the first time. As you're finishing imploring the group, Chris starts to weigh in.
"What we need to do is organize a protest," Chris says. "A protest like the ones we've been leading for years. We're known and trusted in the community."

By the time you get to the Zoom room, Chris has everyone pretty riled up. "I've been in this group for two years," he cries as you sneak in. "Pundits do this kind of stuff all the time, but this time the stakes are higher - this will not stand." You look around. Everyone seems a little nervous. A few heads are nodding, but mostly, the group - eight in total between the ages of 14 and 18 - looks overwhelmed, especially the younger members.
Maya private messages you. "Aren't you going to say anything?"
You look away.
"What we need to do is organize a protest," Chris says. "A protest like the ones we've been leading for years. We're known and trusted in the community. You know if we put the word out about how Mayor Moon is failing to curb the spread of the pandemic, people will show up. We can organize a huge base to show up and let the powers that be know that we won't tolerate this.
This isn't the right approach. You know it, and you have the information to back you up. How does protesting policy decisions help when there's the potential to change the policy itself?

"But I've done research on Mayor Moon's policies, and I think she might be open to having a youth representative on the taskforce. What do others think?"
"I agree," Anna, another member, immediately says. The conviction in her voice is surprising, even to her. "I'm tired of protesting and not seeing change. I think we should at least submit an application."
"I actually know someone on the youth police commission," she adds. Maybe we could ask them for some advice." Others start to nod. Someone else knows another member of the commission.
Chris looks almost off-balance. The energy in the room has shifted. "Let's do it," someone else says, and Chris, falteringly, says "yeah, I mean...this is a democracy for sure, so if you all want to do that, I'm for it."

She considers this. "You're not wrong," she says (which seems like it might be the nicest thing she's ever said). "But here's the thing. I can't be the tech person who comes in and tells all these folks in government and the service sector to listen to me."
Good point, you think.
"So I can't say that I'll back you until you get some more support from other members of the taskforce."

The neighborhood advisory member was the one member of the taskforce who you actually never saw speak throughout the entire listening session. Now, you wonder if you can tell the reason.
"I wanted to say something at the meeting," she begins, "but it's hard because I'm Chinese. In these meetings I feel that I am just here to represent the small Asian population in this community that deals with a lot of hate crimes. People just see it - and they see me - as a problem. It's a hard time for our community. On the plus side, we have a closer relationship with the police department than ever before, but for a really tragic reason."
"We did some research", you begin. "And your district has the highest percentage of people under the age of 25 in the entire city. When we are talking about wanting to represent youth voice, a lot of those voices we are talking about are from your community. Their perspectives could shed light on experiences like what you are describing that people in government don't really hear."
She nods. "If you promise that you will engage the youth from this community in your outreach efforts, you have my vote." You agree.

Hurry, hurry, and wait. That's felt like the trend on the taskforce since your appointment. Once you joined, your main function was showing up to future community listening sessions and addressing a number of concerns from residents about the taskforce's lack of forethought about equity in the pandemic response rollout.
The city's COVID transmission rate was still hovering just above 10% before the second community listening session. It's looking like the policy of keeping schools closed and restaurants only open with outdoor seating hasn't been enough to drive numbers down.
Things at home are still pretty tense - your mom's been offered a job at a nearby clinic as a receptionist, but she's not sure it's worth the risk. But bills have to be paid.

I want to report on how we're doing in terms of COVID cases on a daily basis. We need to know that these practices are having a positive impact on our numbers."
"I'm curious," the Mayor continues, "how do you think we should communicate this data with the public?"
"Let's wait until we get at least 3 weeks worth of data before we issue a report," says the housing administrator. Some other members nod their heads. "Releasing constant streams of data that people can't really understand as a pattern isn't a service," he adds. "It just confuses people and creates a sense of panic."
"I disagree," says the newspaper editor. "It's our duty to be transparent about the rates and make that information as easy to access as possible, even if we aren't able to provide a comprehensive report of what's happening."

The tech executive weighs in: "You know, I do hear what they're sharing," she offers. "To me, this feels almost like a "terms of service" process. Do you try to communicate all the information in the most efficient way for your purposes, which means that people will probably be signing over their rights without really understanding them, or do we work to report more regularly and with as much clarity as we can? She suggests creating a real-time digital dashboard that residents can see to check in on the most relevant incoming data.

A somewhat harried-looking middle-aged man wearing a weathered suit shuffles into the meeting space and arranges his papers.
"I have seen first-hand the effects of the pandemic on those who are sick," he starts, the emotion in his voice already palpable. "Every day that I speak to my medical staff and hear about the increased rate of infection, it underscores the seriousness of the pandemic. Every time I hear about another nurse or lab tech having to go home and lose their hours because they have contracted COVID from a patient, we lose our capacity to manage this virus."
When the mayor asks what he believes are the most critical indicators for the city to measure on the impact of the new stay at home order, the hospital administrator responds immediately and unwaveringly: "It should be the number of new cases per day and the total number of beds the hospital has available," he says. "If you want to look at short-term data, look no further than the hospital," she argues. The next person ushered inside is the head of a local nonprofit that works with women and children in the city's poorest neighborhoods. She brings expertise in human services, domestic violence, and education. Perhaps most importantly, she is the leader of a coalition of other service providers in these communities.
"Public health is about more than the COVID-19 transmission rate," she starts, slowly but with growing confidence. "We think about health in a more holistic way, especially in marginalized communities. It isn't just 'are you sick or are you well?' It's bigger than that. It's questions like, can you access healthy food? Can you afford your healthcare copay? How is your mental wellness based on the fact that you may have lost your job and have a kid at home who needs support with virtual learning? Those factors don't play into a lot of the data that we're seeing come out of hospitals or local economic impact reports."
Overall, her recommendation is to include measures such as the number of households lacking basic necessities and the need to monitor the number of deaths relative to cases in each neighborhood.

"What do you mean, you 'know it's true?'" inquires the housing administrator.
"Well, our city is very segregated by class and by race," she responds. "If I see an overall citywide rate one way or the other, that doesn't tell me anything about what's going on in one particular community on the north side of town. If I see economic growth happening across the board, that doesn't tell me who is succeeding and why."
"Ultimately," she concludes, "I measure our success as a city by the welfare of our most vulnerable residents, and that's the ifnormation I get from neighborhood data, which by the way is the hardest to organize. ''Head of the hospital (5 pts)''
In emerging challenges like COVID-19, adaptive leaders must be responsive to data and recommendations from the medical community -- they are the earliest to detect trends that will have implications far beyond simply those in treatment.
''Chamber of commerce (1 pt)''
The head of the chamber of commerce has an important perspective. In many ways, the long-term economic fallout of the pandemic remains to be seen, so gathering ongoing data from this community is of the utmost importance.
Plus, she talked about having a plan around addressing youth unemployment and seems super open to your ideas. In the end, though, information about the economic impact of the pandemic isn't the most critically important for the general public to have access to. They might be disappointed if a local business closes, but unless it's their one access point to fresh food, it won't necessarily change their health outcomes...at least in the near future. These indicators are important, but they are not the most urgent.
''Community/NGO leader (5 pts)''
Great read of the situation. The NGO leader is offering you a few sources of information that the taskforce fundamentally lacks. For one thing, she is looking at employment, education, and access to food and healthcare as critical to the city understanding the efficacy of its own COVID-19 response. This is exactly why you fought to get on the taskforce in the first place: so that the portrait of "community health" wouldn't just be a list of how many people died one week to the next.
Beyond that, the NGO leader has access to, and trust from, local coalitions that can provide either quantitative or quantitative data to which the city's taskforce response team would ordinarily not be able to view. This neighborhood-specific information will help YouthLead identify the communities where they need to ramp up their outreach.
''Police chief (1 point)''
The police department is tasked with the highest stake information, but not always of the most importance for the general public. When people call in potential breaches in COVID-19 protocol, they have to be followed up on. The chief is right - they're doing their best to respond to those COVID related calls/reports, but when compared with data from a hospital, for example, it’s just not as relevant. Beyond that, the chief's evasion of questions about youth voice in the budding community advisory board, and failure to revise their training protocol to meet emergent needs is troubling.

''Congratulations!'' Here was your final score: $combined_points
In the age of a global pandemic, Adaptive Leadership is critical. Leaders must collaborate effectively, engage stakeholders across their communities, and respond to emerging information and challenges. Your score breaks down as follows:

Alliances ("the relational leader"): $alliances
Relational leaders are so needed in today's chaotic society. Rather than pushing to get things done the fastest, those that excel in alliances focused on building relationships that can allow for greater trust-building, collaboration, and innovation. Where you may value the wisdom in other colleagues is there ability to dive in and get things done even in of conflict.

Accountability ("the principled leader"): $accountability
Leaders that value accountability are the ones that build systems that are just and transparent so that the process of decision-making is not hidden from the public. Accountability is a core facet of justice, and principled leaders are critical in a complex global civilization. You will benefit from having leaders around you that can help you transform principle into practice.

Ambassadorship ("the strategic leader"): $ambassadorship
You are a strategic communicator and a voice listened to when it's heard. You grow social change initiatives by getting other people to care about your cause, which you deeply believe in. If you are communicating across different audiences and feeling disconnected from the work you're hyping, surround yourself with leaders who are immersed in the day to day reality of your mission. They will help keep you post and ensure that the story you're telling is authentic and accurate.

Adaptability ("the adaptive leader"): $adaptability
You are rarely a deer in headlocks when you enter a room, even if it's with people you don't know. You are a solid communicator, creative and engaged, and can manage in new and shifting environments, probably excellent in moments of crisis or rapid decision-making. You will benefit by surrounding yourselves with practical leaders who can help you ground your many ideas in reality.

Acquire Information ("the deep listening leader"): $newinformation
Where others would dive right into decision-making, you know how critical it is do your research and gather information from a variety of sources. Be sure that you are synthesizing and making sense of all you're learning, not just consuming it. You will benefit from working with strategic and achievement oriented leaders that will help you translate your information into sense and eventually, into a plan.
Ultimately, no one is the same leader, and you will find a unique style that works best for you. As you do, consider how Adaptive Leadership qualities can support you and your communities in fostering social change and equity.
Thanks for playing!

Stories like this demand a response. This call for applicants to the taskforce could be a compelling opportunity to change that narrative. You think about messaging the other members of YouthLead, the youth leadership council you joined last year. You weren't sure about joining, and you've still been struggling to find your voice in the very opinionated group.
Other members of the group, particularly its longest-standing member, Chris, is especially vocal. It's his way or the highway, which you and Maya secretly complain about once you leave the meetings. Have you confronted him yet and demand that he listen to other members? Not quite. But this is your opportunity to step up and draw the youth group's attention to the idea of applying for the taskforce.

You scroll through more of Twitter, and do a little bit of background on Mayor Moon's COVID-19 policies. It seems as though messages like this broadcaster's are spreading far and wide and, while she isn't saying the same things...she's not actively refuting them, either.
Looking into her previous policies, though, it looks like she approved a policy to create a youth commission to address the issues with police violence. So there must be some opennness to engaging young people in policymaking, especially when it affects them.
Looks like Chris already sent out a message for everyone to jump on Zoom. Time to figure out what you're made of.

After a minute, your other YouthLead members start chiming into the chat with supportive messages, as well as youth who aren't associated with your group but care about the issue. Soon, the Mayor pauses. "I appreciate that there are a number of young people who have joined us here today. You need all the time you can get. "I'm from YouthLead," you respond, "which has been doing almost all the COVID-19 related outreach to young people because the city hasn't really invested in making resources easily accessible - "
"Excuse me, but we just helped the city do a massive redesign of their resource portal," says another committee member. She runs a huge tech company in the city...the building of which displaced a number of residents from their homes. Young people aren't digging through resource portals, you want to respond!
"I'm curious, actually," another taskforce member. You think he's the head of a newspaper that has been doing extensive coverage of the pandemic. "What do you think we could be doing better in terms of outreach?"
You jump at the chance to respond. "Well, a lot of young people are financially responsible for their households," you begin, "but none of the city's materials make it clear which programs are just for people over 18, or even lease-holders on apartments..." He seems to be nodding as you run through other arguments that you rehearsed with the team.
"Unfortunately, that's all the time we have today," the mayor interjects. "But you've brought up an interesting point. We'll table this until next week, and you can revisit this with the taskforce at the next session."
And just like that, the mayor strikes the gavel and the listening session has ended. You said like 1/8 of what you wanted to, but at least you were heard...even if just by a few people.

As you navigate decisions throughout the game, you will accrue points related to Adaptive Leadership in the following areas (so keep these in mind as you go):
Alliances
Our ability to lead is contingent upon our ability to cultivate strong relationships and communicate with different stakeholders, often regardless of a shared worldview. Adaptive leaders must forge new alliances and repair existing ones to inspire the people in our orbit to get behind what we think is right.
Accountability
Transparency is a key facet of Adaptive Leadership. If we want to be trusted, we have to behave with trustworthiness and honesty. Accountability means owning up when you mess up, and sharing timely information with people who are affected by the issues at hand.
Ambassadorship
As an adaptive leader you have to be able to communicate your message, values, and plans to sometimes wildly different audiences. This is how you generate buy-in!
Adaptability
No surprise, adaptive leadership requires adaptability. In a constantly changing world, leaders must be ready to address emergent challenges and adjust when circumstances require it.
Acquire Information
Part of what enables you to be an effective leader is being able to acquire, assess, and act on information from a variety of sources. Knowing who to listen to and when is critical.
Accessibility
Any solution is only as good as how accessible it is to your community members. Issues such as language barriers, distrust of medical institutions, and technological literacy can threaten even the most well-researched of interventions. When designing a solution, always ask: “who isn’t, and should be, at the table?”
